Osceola Interchange/Road Permits

The way they've built the roads seems like they are planning contingencies if they need more exits (or possibly entrances). The plan may be for all traffic to use the new exit but have backup exits they can open if needed.

I think that the exit to BVD is for emergency access and other sorts of operational (non passenger vehicle) use. I believe the east side of the MK parking lot has that sort of drive connecting the easternmost lots to World Drive.

If it is for emergency access, it should have removable bollards. Do the permit drawings usually have that level of detail?

I know this discussion started earlier above regarding whether or not the Buena Vista Dr entrance/exit would go bus only or would remain for guest cars too. Obviously not having an exit onto Victory Way could be mitigated if an exit onto Buena Vista Dr would remain. I was looking at some @bioreconstruct aerials from the last two months and noted that some of the work may be evidence that at least an exit to Buena Vista Dr would remain. First image is under construction and the second more complete.

Blue box= Area of possible exit with curbing placed; yellow circles = curb drains placed (this is evidence of permanent infrastructure, running drainage and curb drains isn't a temporary kind of fix); red circles=areas with no curbing yet, probably eventually reconfigured

Did a quick and obviously dirty drawing of a possible final configuration of the area. No insider info, but just a compilation of what is being built and what has been suggested. I see no guest entry here, but only guest exit. If anyone has info that can edit to improve, much appreciated. Just trying to imagine it all.

I found the bid documents for this project which include the expected completion dates:

6/15/2018 - Limited access to the new DHS entrance
9/1/2018 - Full access to the new DHS entrance
12/17/2018 - Most work done on the Victory/Osceola portion of the project
11/1/2019 - Work complete on the World Dr portion of the project.

the plans also mention that the existing entrance to DHS will be closed permanently.
I wonder what the new dates are? The most recent pictures conflict with the expected dates. :)

That said, I do think its possible that they could get all of the new DHS entrance access roads linked up with Osceola by the end of the year - even without the Osceola/Victory flyover done.

These dates were from the bid document so they may never have been what was finally agreed to.

True. I guess one insight from them, though, is that there was anticipated to be a 3 month period between "limited" access to the new DHS entrance and "full" access. There's obviously no access now so I guess it's possible that they'd open the Osceola westbound and Victory southbound entrances and the Osceola westbound exit before the others? Maybe that's what they have in mind for November?

It does look like they're working on the getting the DHS exit to Osceola eastbound finished and connected so that it could open before the flyover is done.

I'm also intrigued by the fact that they have a temporary construction "road" from the exit loop to Victory Way. It's not in any of the plans published but it does point to the possibility of there being a left-hand exit off the loop onto Victory Way. It's also not clear whether the current dirt road from the electrical substation to Victory Way would remain open, creating a (limited) exit from DHS to Victory Way southbound.

And looks like they will not be doing the phased opening of the ramps into DHS. All the ramps will open at once and then they will just have the flyovers over Victory Way on Osceola. That is definitely temporary construction road which will be going away. I don't think there will be a Victory Way exit, however I think there will be an exit only onto Buena Vista Dr.

At least one option to exit via city streets would be good.

There were some drawing back at the beginning showing exit to victory, but pretty sure that was just a fan drawing. There were a few good idea, but doesn't appear any are being implemented to victory

Don't think there were ever plans to make a southbound victory exit as the only thing south on victory is ESPN.

While they aren't doing it unfortunately, someone had an idea awhile ago of putting a victory northbound exit. (The green line)

Looking over the diagrams and driving past all of this a few weeks back I was stumped. Is there no northbound entrance off of Victory?
