... You're not wrong. There are things more important in this world than theme parks. But that betrays the larger point: people overall are happy with his job performance because they don't rate theme parks as importantly as the people on this board do. That's a bias of the people here.

I guess the question back would be: why are you so surprised that people outside this forum don't? People seem genuinely surprised with how Newsom is handling Disneyland, but from outside this board it makes a lot of sense.

I know plenty of people who are both extreme fans of Disneyland, and don't post on these boards. Those things aren't mutually exclusive. And frankly, they're fed up with Newsom too.

Maybe...? I don't think you're that far off, but I think if anything Disney is objecting to the travel restrictions because they need their hotel occupancy over anything else.

I think the bigger problem now for Disney, Anaheim, and the entire resort district is trying to recapture any revenue. Anything is better than 0 at this point. I don’t expect the Disney hotels to be close to fully operational anyway - though you’ll still get some local DVCs and staycationers with zip code limits.

Was Disney ever going to get the same rubber stamp from CA as in FL? No. But for them to call this “reopening guidance” is almost a misnomer to begin with as its almost entirely dependent on near herd immunity.

By design there is a fairly large cliff in terms of a reasonable achievability between the orange and yellow metrics. And the fact that the Governor’s team would reasonably throw that in as a barrier makes me doubt his seriousness about these guidelines to begin with.

To expand on this, if the parks are limited to locals their opening would provide little benefit to the rest of Anaheim. Local theme park visitors don't stay in hotels much or go to off property restaurants or stores, etc.

  • Individual theme parks can reopen only once their county reaches the least-restrictive “minimal” risk level
  • Operate at 25% of attendance capacity
  • Limit visitors to residents living within a 120-mile radius of each theme park
The state’s draft guidelines present two key problems for theme parks:

  • Placing theme parks in the final tier of the Blueprint for a Safer Economy means the severity of the guidelines never change until the pandemic ends
  • Reaching the least-restrictive “minimal” tier could be difficult to nearly impossible for California’s most-populous counties
The draft guidelines likely would prevent California theme parks from reopening for weeks or months.

California theme parks likely would not be able to set reopening dates until their respective counties entered the “minimal” tier — or not at all if their counties were stuck at a more-restrictive level.

Theme parks located in counties at the “substantial” level — like Disneyland and Knott’s — won’t be able to reach the least-restrictive “minimal” level for at least three to six weeks. Universal and Magic Mountain are at least six to nine weeks away — if and when Los Angeles County moves from the highest risk level to the lowest. The movement of counties to lower risk levels is dependent on continued improvement in reducing the number of new COVID-19 cases and the percentage of tests that come back positive. Progress will vary by county."

"At best, under the draft guideline proposal, California theme parks would not be able to reopen until late October or November. At worst, reopening dates could be pushed to December or next year. Which makes setting a reopening date for Disneyland, Universal or other California theme parks difficult if not impossible. Without a firm reopening date, the parks can’t set staffing, training, ride testing and visitor reservation plans."

That OCRegister article was extremely optimistic about how soon Orange County and Los Angeles County could get in the Yellow Tier. They made it seem like something that could realistically happen in weeks instead of months or years.

Not only is it quite unlikely that OC could actually get to yellow in 3-6 weeks (or at any point in calendar year 2020) but it’s also near impossible that in the heart of the holidays and the traditional flu season that it could maintain metrics to keep it within yellow.

Even if OC somehow managed to get to yellow, park operators would be foolish to plan for a reopening in hopes the county could maintain that level, unless there is some certainty from the state that the guidelines are agile enough in the event an outbreak pushes them back into the orange/red tiers.

It's a mistake to treat this as a good faith effort by the state. At best this is an opening offer in a negotiation. It could also be a message telling them they aren't opening anytime soon, so stop asking. It may just be political revenge for the pr campaign they've waged in the last month. Who can say? The only thing that seems certain is that Newsom's team had no intention of solving any problems or addressing any economic concerns, despite the countless appeals from affected parties.
