To the left where orange guy is bent over is the area in discussion. Scaffolding is to the right.

Visual aid... :)

These don't look like bleachers to me, just benches like the rest of the seating, but using a simpler design.

Hopefully the bleachers are painted appropriately, I don't see why they wouldn't be.

I doubt this is a last minute decision but I think like all of us who were concerned about capacity it looks like the bleachers will be a compromise to fit in much more density than the stone seating by the water.

I wonder... could it be that the part on the right already has the seating? (brown) It looks like there are already horizontal 'stripes' on top of the footings.

maybe the seating on the left still has some sort of protective foil to protect them while installing.

or maybe I'm just seeing things that aren't there :)

This. It looks like there are maybe 10 rows of bleachers? That would greatly increase capacity.

They should have went with the WoC viewing area design. But I'm guessing space and mostly budget was a factor.

I do not think budget was a factor. The seating at River of Light has got to cost more than the no seating at all at World of Color. I loved world of color, but standing for the whole time was a pain.

No you aren't seeing things, I think you are exactly correct. When I looked at the pic again, it looks like a piece of the bleachers still wrapped in what looks to be protective film is sitting on top of the last stone seating row on the right. There is also a handrail in the stairway where it transitions from bleachers to stone seating that appears to be wrapped in the same protective film (assuming this handrail isn't temporary). So it looks to me like they are indeed brown which will look much better and definitely help with capacity issues.

I believe you will be correct. However it's not guaranteed. Remember nearly everything in paradise pier closes for world of color.
Never been to DL or seen World of Color other than a video, so help me out. Does everything open back up after the show, or is the park then closed for the night? Isn't Illuminations shown right at park closing as well? It makes me wonder now that we see that there will be more seating area than first thought if this show will be only once at park closing instead of possible multiple showings like Fantasmic.

does anyone know if Everest will stop running during this show or if we will be hearing the coaster and riders screams during it?

Easy fix. There will be new warning signs instructing you not to scream on Everest during any show:
