If the hub were at the Boardwalk, at park closing everyone leaving DHS plus everyone leaving Epcot would be traveling between BW & Riviera, and the reverse in the morning, which would create a bottleneck reducing system capacity. As it is now, Guests traveling to DHS are traveling opposite to those traveling to Epcot.Any reasons why they didnt linked the Disney Boardwalk's corner to Disney MGM's station?
That map is out of date, the POP/AOA line station is off the bridge in the middle of hourglass lake.

It would depend on where you are boarding from. But if you board at the transfer station at CBR, Then yes you would just stay on until you got to Epcot. Is there a scenario where tons of full gondolas come through Riviera during peak time making it challenging / a longer wait for those guests to get on?
They'll likely send empty ones on a regular basis. They can radio CBR/IG if things back up to increase the number of empty ones.
