Its never explicitly stated, but if you look for the clues, its hinted that The Incredibles takes place during the late 60's/early 70's, the "Silver Age" of comic books. However, I still think it fits, as the visual design of the movie is derived from the optimistic futurism of the 60's that Walt embraced, and that spawned E.P.C.O.T. Well, it closed down around the shareholder revolt in 2004. I remember that distinctly. I never really payed much attention to it afterwards. Parts of it were open earlier in 2005, but the main thing opened in the fall. Pooh's Playful Spot openined in Novemeber 2005. In 2004, the lagoon was still boarded up, hidden from guests' view as it had been in the many years previous.
THAT'S why you didn't see it on your two trips in 2005. It wasn't open yet.
Because we have a little something called the Living Seas in Walt Disney World, but if I'm not mistaken, it was more about a potential leak.
