The problem with overlays on rides is safety issues.
For moving rides, anything you add -- even a pumpkin-headed scarecrow -- can't come anywhere near the ride mechanics. Every year that you set that up, you'd need to test it over and over and over again to make sure it's safe. The best you could do is put decorations in an area already designated as a safe area (like in the tableau of a HM scene) and make darn sure that nothing is going to fall off and roll into the ride's mechanics.
And for adding CMs to the scenes, you then have to worry about their safety. You don't want an AA or any other moving scene to catch on their clothing and drag them around. You don't want them in a place that they can fall and roll into the ride's mechanics.
Though I am in favor of an overlay to IaSW in which all the dolls stare at you as you go buy, and thanks to StoryMaker, they all start chanting your name over and over in an eerie children's sing-songy voice.
