I think it was scheduled for a refurb at DCA so they decided to do what they could while it would be down anyway

I don't think any specifics are known, just that the final room was rumored to possibly be re-worked in some way.
Aside from the new lighting, paint and projections that give the Under The Sea room an improved look, there are several physical improvements. One of them is that there are fish now "swimming" around in this scene hung on strings in the ceiling. Instead of just the metal tubes with fish glued to them, now the fish also swim from strings (thin cables?).
Here's the original look, with the tight school of fish stuck to the rotating metal bars hung from the ceiling.
How long would that refurbishment last?The ending was moved into phase 2. Expect the Mermaid attraction in DCA to close again to refurbish the end of the ride once the new fiscal year starts. The ending re-build would shorten the finale sequence and replace the kiss scene (not Kiss the Girl, the next one) with an epic battle sequence with Eric ramming his ship into Ursula.
The re-do was split into 2 parts due to budgetary concerns.

If you design a ride to tell the story in a linear fashion, then you need to include all the plot points... to carry the narrative.complaints about the ending... way over hyped

Wait.. so we can complain about skipping this part of the story about killing Ursula... but no complaints at all about
- why ariel sees ursula in the first place? What her motivation is?
- why did the mermaid become a woman?
- who is this guy kissing ariel and where the hell did he come from?
The whole setup of the conflict of why ariel goes on this quest is missing from the ride ENTIRELY and people are going to complain that the conclusion of one of the characters is missing?
The ride doesn't tell the story on its own at all... so why are we so hung up on this one point?
Honestly I think it all came from the origin of complaints about the quality of that scene (simple projections) vs larger AA scenes and this is how people justify it.
