So if it does turn out - as suggested above, that the hat isn't going to be replaced, but the area will be used for a series of temporary inflatable icons, that could be a nice solution. It sounds like the approach used on the empty plinth in Trafalgar Square in London where for ages people wondered what would be built, and eventually they just used it for rotating art sculptures, never there for more than a few months at a time.
If Disney used the area to promote the big summer/winter movies with big balloons, then took them down after a couple of months so that the theater was the view most of the time, I could live with that, and the hatites would like it too, so if they *have* to put something there other than flowerbeds and benches, that does sound like the most bearable option I've heard so far.
