You are correct that letting maintenance slide was a reason it was poorly attended. But mostly it was a case of 'been there, done that' for a lot of guests. That is just the truth of the matter.

Future World was never meant to be nostalgic.
Just think if you don’t know what you are doing and blow a FP for the ride.

I'm fully convinced at this point that Imagineering is ride or die for Dreamfinder and Figment as an attraction update and have been deliberately putting an Imagination refurb off because Chapek is still infatuated with Inside Out and as you know, IP takes priority now.
Generally, WDI doesn't have that kind of power.

If Chapek wanted to level the Imagination Pavilion to build an Inside Out attraction, Imagineers generally have the option either to get to work or get packing. They can't just say "let's wait to put anything together until this thing blows over".

What if Chapek is the one waiting? With the non stopping guest researches he may be waiting for Figment and Dreamfinder to be forgotten...

^Basically this -- if Dreamfinder and Figment haven't been forgotten yet I can't imagine he thinks another few years will do it, or that it even matters in the face of whatever property he'd rather see in that space. Like Pixar Pier, it'll become what the company wants it to become, if anything, and fans will have plenty to say about it one way or the other. I only hope they make good choices.

So this happened...
This sadly is old news that’s been posted here before. a few months ago I think actually. But yes, the sign was replaced. A better sign than the last one... though I’d prefer we finally scrap that hideous Honey, I Shrunk the Audience Institute logo. The show went away years ago and the IP is so outdated hardly anyone recognizes what it’s supposed to represent anymore. Lol!
Bring on the Original Imagination theme with Dreamfinder & Figment already. No one likes the Honey I Shrunk the Audience institute retheme with Dr. Nigel Channing. Never did and still don’t. What wasn’t broken didn’t need to be fixed.

Another reason why that sign was replaced was because the awful old one with Channing looking up at at poorly rendered CG Figment with the weirdest “teethy grin” smile you could ever see, got all old and faded. Seems they understand that the traditionally animated Figment from the original looks a heck of a lot better than the cheap/off-model CG Figment from this ‘02/current version of the ride.

Perhaps, subconsciously, WDI phones it in on projects such as Pixar Pier in hopes execs nix the project, though I'm betting the execs just keep saying "don't like it, what else do you have" until they find something they think they can sell. At some point in this type of environment, creative types begin to shut down and produce lackluster work that will simply just get their boss off their back. Jack Jack on pneumatic sticks just screams, "I don't really care about this project, just approve it so we can move on to something else".

I don’t think they phone it in. Based upon my conversations with some newer Imagineers, I believe they DO care and work their butts off. Crapping on their work is a bit unfair to them. I think they try to do the best they can with the constraints given. If someone demands a Municiberg block with a small budget, you can only do so much. That said, increasing constraints from the top have caused many veterans to leave, so you have a lot of younger Imagineers in charge nowadays who produce projects with less polish because the experienced veterans have left. So you have a Toy Story Land open without adequate shade or air circulation. They are still innovators, but many projects fail to achieve greatness due to a loss of some WDI talent and limitations from the higher-ups. At least Star Wars Land is under more practiced hands and should be wonderful. But the folks working on Batuu couldn’t also work on Andy’s Backyard, of course. WDI presented the higher-ups with multiple options for DHS at a variety of price-points (all outrageous but that’s a different topic altogether). The fact that TSL was approved instead of a Monstropolis or Radiator Springs did not make WDI phone it in. They completed the project funded.

Do you thing Rohde was HAPPY to switch ToT to Mission: Breakout at first? Of course not. But he likes getting paid and therefore did the best he could with the project and budget approved. I also understand he wasn’t immediately gung-ho about Pandora but he used the budget and his creativity to make a wonderful land for his park.

Maybe phone it in wasn't the best phrase to use, but perhaps, not giving it their best effort, due to, as you said, constraints from above.

With the best designers, constraints can lead to unexpected, and innovative solutions to design problems. But other times, constraints can lead to designers doing just the bare minimum, as they realize their proper vision will never be reached under said constraints, so they just "do their job" until it gets approved and they can move on to the next project.

I'm sure there were folks working on TSL that had good ideas for a lot of items, but due to constraints, they had to be nixed. That's when a designer can become discouraged enough to do the bare minimum and perhaps, as the older imagineers seemed to have done, leave to start a consulting business.
