Disney hasn't levelled the playing field if Disney is still bringing in the most crowds!
If I had a genie, who could grant any wish--materialize things out of thin air, the works. You know, usual genie stuff. And you didn't have one, the playing field wouldn't be level between us. But if that genie just so happened to have a brother (or sister), and I gave that sibling to you, the playing field would be level. It wouldn't matter if you made poor choices with your wishes, you still would have the power to do anything with your genie that I could. And unless your choices were really, really poor, you'd still be better off than before you had a genie (this whole analogy assumes the genies don't go the tired old Monkey's Paw route).
Now what business in its right mind, would not only give away the genie's sibling, but the original and only genie--to both deny themselves of the genie's power, and give an able competitor an advantage?
It doesn't matter if Universal has fewer guests at present (if that's even the case, I don't have the numbers). The point here is that Disney has commoditized and made available to their competitors, one of their strongest assets. That's just insane, now matter how you spin it.
