More likely hospitals, but can be ALFs too. Non-emergency transfers can handle a lot of those. Usually hospitals transfer as many patients as they can and only keep ones where transport is not an option. However, I wouldn't be surprised if they try to get even critical care out of the immediate landfall area too with this forecast.
