I read the same exact thing "somewhere" and that poster seemed really adamant that it wasn't happening. Don't know how much I believe it though.

One of the insiders on the forums confirmed TOT is ONLY for DCA. DHS's Tower can not be down for the amount of time it would take because of all that is closed at DHS currently. Universe of Energy is expected to get a full redo for Guardians (meaning a full rebuild), not an overlay like Frozen Ever After.

Well from the layout I saw, the current Monsters Inc attraction would have to be removed.

My biggest fear is that they will change the name again, but this time to something completely different. Because they are slowly stepping away from the California theme inch by inch.
