While Frozen certainly deserved more special features on its initial release, this phenomenon is certainly not confined to Disney. "Double-dipping" has been an industry staple for as long as I can remember (at one point, I had 3 versions of the Star Wars trilogy on VHS), and is only getting worse.
Now the trend is to take the special features that normally would have been included on the wide release (or a SE release) and break them into retailer-exclusive bonus discs. Star Trek: Into Darkness was an especially egregious example, with I believe 6 different retail exclusive bonus discs.
