Thank you! You're not kidding! If people would behave sensibly, this would indeed go away almost completely.
I remember in the '70s in the NE there was a so-called "gas shortage". There were 2-3 hour waits in some places, and people were buying just a few gallons to top off their tanks.
Scams were everywhere. People would throw on a pair of overalls, and start at the back of the line and asked people to "pre-pay" to speed things up and gave them a receipt, and when they got to the pump and showed the receipt they didn't know what they were talking about.
The solution was finally reached when they passed temporary rules that you had to have LESS than 1/4 tank to buy ANY gas, and started even-odd rules, that is, you could only buy gas on odd days if the numerical part of you license plate was odd and same for even. Guess what happened? The so-called "shortage" went away completely. There was plenty of gas!
Having a limit (like 10 gal., for example) on sales makes the problem WORSE!
P.S., I think there was an exception to the even-odd rule for toll roads and stations near interstate highways, but IIRC they dropped it after a few days anyway, as there was no need with the 1/4 tank rule in place. And after the panic subsided, they dropped that rule, too, and everything went back to normal.
