Exactly. They don’t want bad publicity. But everyone knows travel advisories are pointless between states. We don’t have borders like that.

It's not explicitly unconstitutional for a state to close its borders with another state, but most legal scholars agree that it's an interstate commerce concept that would never stand up in court. That's why no state governor or government even broached the subject back in 2020, not even the most liberal of liberal states like California.

But this barring of ticket sales to non-Californians is about as close as you can get. And it's a rather brazen move, and it's horrible PR for both the theme park industry and California in general. Especially once Disneyland reopens in a month with hoopla, that's going to be a media angle to cover that no foreigners are allowed into the park.

What's fascinating is that the Western States Pact that was so proudly touted a year ago by the three West Coast governors to align Covid business restrictions together has been forgotten and abandoned, and this would be a perfect time to use that agreement.

Not surprisingly from Sacramento, the hard data and science behind it doesn't make much sense.

Washington = 47,796 Confirmed Cases Per 1 Million (#46), 17.3% Population Fully Vaccinated (#20)
Oregon = 38,922 Confirmed Cases Per 1 Million (#47), 16.1% Population Fully Vaccinated (#32)
California = 92,697 Confirmed Cases Per 1 Million (#38), 15.5% Population Fully Vaccinated (#40)

I appreciate that is your opinion, however I disagree. The reason the restrictions are still in place in WDW is they understand they are still needed for now. Once they are no longer needed based on recommendations from the CDC they'll remove them from WDW. Which will also be the time when the restrictions in CA and DLR will be lifted as well.
I said “travel advisories”. The things that restrict travel into a state. Hasn’t been one in Florida in 8 months.

Something as simple as only checking billing address when purchasing tickets or even honors system with an "I am a California resident" box.

Worst case, some people slip through the cracks (as I'm sure they will anyways) and I doubt Disney cars beyond a

For those looking for things related to Disneylands planned reopening next month:


Current trends are pointing to the county hitting the Orange Tier this coming Tuesday/Wednesday.

119 new cases and 14 deaths reported today with Hospitalizations down to 156 and only 25 in ICU. 35.2% of its ICU Capacity is available along with 73% of its ventilators

As of this past Friday, Case rate is at 3.2 and the positivity rate is at 1.8% with the health equity rate at 3.1%. At the current requirements it does meet the positivity rate requirement for Yellow. When the state reaches 4 million vaccinations in the hard hit areas, this updated data would put OC on track to get to Yellow faster with the case rate requirement for yellow upped to less than 2.0 instead of 1.0. Right now case rate for yellow has to be below 1.0.

This means that theme parks in CA if their county gets to the Orange Tier before they reopen can do so with up to 25% capacity. We did see last year when Disney reopened Shanghai Disneyland that they opted for a lower capacity than what the govt set. Likely Disney will do something similar and reopen initially with the red tier standard 15% capacity before upping it to 25% and eventually to 35% once the OC reaches yellow.

Now of course there's the discussion of the Easter and Spring Break season and how a surge might go but right now expectations are that the next potential surge won't be as big as the past surges given that vaccinations are now here. One Dr up in NorCal is even expecting "mini-surges" where he'll see patients in the dozens not thousands.

With cases trending up many places and folks starting to see a light at the end of the tunnel (aka not wearing masks), I wonder how long they will stay in orange...

Well, how do we define a CA resident? College students wouldn’t have a billing address in state. What if you are moving to CA next month? It’s far more straightforward, as the state suggests, to require an “attestation” that you understand it is in-state only. CA is too woke to require a driver license. Some people can’t get one.

The requirements seem vague and rather pointless. Collect "an attestation" from the customer that he/she lives in California, and get their phone number for Contact Tracing even though Contact Tracing in California (and almost all other states) is shoddy at best.

The phone number may have proved you live in California 30 years ago when we all had landlines with area codes assigned to our state. But now with cell phones you can live permanently in California and have an Arizona or Colorado area code on your phone that you brought with you when you moved in 2017.

Honestly, I'll be giving the turnstile CM a fake phone number if I'm asked. I don't need Disneyland knowing my phone number to be leaked to scammers and spammers.

Short of demanding to see official government issued ID at all entry points, I don't know how any theme park actually enforces that beyond just giving it some lip service on entry signage. But then, we all know how Sacramento loves to demand warning signs! 🤣

I think we will see signs. It’s CA. Surely we don’t want to exclude the undocumented migrant workers who have missed Jumpin’ Jellyfish. The same state that has an equity index for vaccination can’t exclude people without ID. That would be harder than voting in a Georgia election.

This is what makes almost everything coming out of Sacramento lately such a joke. They are toothless and they know it, and now we know it too. And Sacramento already lost all credibility with the public over endless "mandates" like the Statewide 10PM Curfew that absolutely no one (not even In-N-Out) obeyed.

I think as we talk this out here and look into it more, we are now discovering that there's absolutely nothing to prevent an Oregonian from going on the App or walking up to the turnstile and buying a ticket to Disneyland. They'll check a box on a form for "an attestation" and then give any random phone number for the Contact Tracing that will never happen, and head on in to the park.

Or me, as the California host for out-of-state family, could just buy the tickets myself and provide my own fake info.

But no Pirates of the Caribbean for the Oregonians! You can sit inside at The Blue Bayou unmasked for an hour, but you can't ride masked in the boats in that same building for 15 minutes.

The whole thing is pointless and a joke. A sick joke, but a joke nonetheless. :rolleyes:

NOOOOOOOO! Say it isn't so! My whole coping mechanism these last years, when even a slow day is crowded, was to use the single rider lines.

I use them too! It's a nifty trick. And you can meet the nicest people on a Honda in the Single Rider line.

I still have a standing invitation for a rack of lamb dinner on a sheep farm in New Zealand from this lovely Kiwi family I chatted with for 30 minutes in the Single Ride line for Cars. 😋

I imagine it's temporary. And even if they were allowed to have them there would be a number of people who wouldn't be comfortable sitting so close to a stranger given the past year.

When time has passed, they will return.

But it's also worth noting the wording. Not "must;" *should consider.*
