It's up on Page 4 and not on the Attractions section on Page 11.

o Indoor rides must be limited to no more than 15 minutes.
o All queuing must be performed in outdoor settings only and guests from different households or other parties must be at least six feet apart during queuing.


Okay, so never mind. There goes Pirates and both rides in Star Wars Land! And I'm thinking Haunted Mansion too.

It's A Small World is just over 15 minutes, but about 3 of those minutes are in the outdoor garden flume, so maybe it can operate because it's only indoors for about 12 minutes?

But then there's stuff with long/big pre-shows like Indiana Jones??? Star Tours? Mission: Breakout?

Also, no indoor theaters allowed in any tier. So no Tiki Room, Mr. Lincoln, Philharmagic, Main Street Cinema, Disney Junior, Turtle Talk, Animation Academy, or Hyperion Theater.

• Only outdoor live performances and shows are allowed in all tiers. Follow Outdoor Seated Live Events and Performance Guidance, for additional requirements and considerations.

what do they consider 15 minutes? the actual ride itself or the whole experience of LOADING + THE RIDE TIME + UNLOADING? Quick how long is Pirates? or Mansion?

No clue. The Guidance is rather vague. And it's a great question.

I immediately think of both Rise Before Dawn and Target Run in Star Wars Land. Those have you indoors for over 15 minutes as the "attraction". Also Haunted Mansion, Star Tours, Mission:Breakout, Indiana Jones, etc.

But then the actual time you are sitting in a moving vehicle on all those rides is only between 5 and 10 minutes. But does the pre-show and indoor loading process count towards that 15 minute limit? Because most of those rides would go beyond the 15 minute mark even if they are total walk-ons in a nearly empty park.

Then there's the Submarines. They slowed that ride down for the Nemo version and now that ride takes about 12 or 13 minutes. But you sit in the Sub for much longer than 15 minutes for the loading/docking/mooring/unloading process. Submarine Voyage would seem to be forbidden just because of those logistics.

The only other rides I can think of where you sit in the same vehicle for 15 minutes or longer is Pirates, Small World, and the Disneyland Railroad. But the Railroad is mostly outdoors (except for Grand Canyon Diorama and Primeval World for 3 or 4 minutes) and It's A Small World is indoors for about 12 minutes, while your boat floats through the outdoor gardens for several more minutes.

Why didn't Walt invest more in Tilt-A-Whirls and less in epic E Tickets?! 🧐

I interpret it to be the ENTIRE LENGTH of time indoors. So it is possible that once you enter a queue building the time starts. However if the attraction is exposed to outdoor portion I’d argue the clock starts again.

So in some instances you could have situations where indoor portions of queue can be bypassed (like the Mansion or MFSR preshows), whereas in others the ride itself (Pirates) or ride experience (Indy, RoTR) may simply be too long. Small World while long benefits from outdoor boarding so the indoor part is just shy of 15. Ugh 🤦🏻‍♂️

If you can argue, as some lawyers might, that audiences are engaged in “dynamic movement” (with no stalling) in the queue. Combined with modern/updates HVAC and keeping emergency exit doors ajar for fresh airflow, it’s possible the halls of Indy and Rise (between preshows) could operate under this scenario as well.

They're gonna put clocks on everyone and if you hit 15 minutes they're gonna yank you out of the queue. No lollygagging.

I don't think anyone could get through the Avatar Pandora ride queue in 15 minutes.

I posted that before I read about the queue. maybe they can do mansion if they allow to flow straight to stretching room then immediately to the doom buggies? i mean cant they do pirates still since most of it is outdoors and the indoors portion has the patio doors open?

Here's a common scenario that Sacramento never addresses. (Likely because they are obviously clueless on how theme parks work.):

Breakdowns and backups. We've all experienced them. From minor 5 minute delays in the loading area, to full-on breakdowns that stretch past 30 minutes or more and leave you sitting there.

If Indiana Jones breaks down and backs up all the jeeps into the boulder scene, and you sit there for 10 minutes on top of the 6 minutes you've already been on the ride plus the 10 minutes it takes to walk straight through the queue and watch the safety video, what happens? Or worse, when Omnimover rides like Little Mermaid and Buzz and Mansion break down and we have to be evacuated off but you sit there for 30 or 40 minutes while the CM's scramble and then begin that long, drawn out process. Monorails that are stuck on the beams because of ducks or a power bump. Dark rides that break down and leave you sitting there for 20 minutes. Etc., etc., etc.

What happens when you trap a few hundred people in an indoor ride for 30 or 45 or 60 minutes due to a breakdown? Do you then triage those people with Rapid Result Covid Tests and consider medivac'ing them to UC Irvine medical center for treatment? Seriously, how will the state inspectors respond when the inevitable breakdowns occur with long drawn-out videos and instant reports on Twitter and YouTube of customers sitting indoors for up to an hour? The Guidance doesn't even touch that.

not enough space in the temple for parachutes to work. ceiling too low.

I'm now printing this document out to read it like a trashy beach novel, and highlight the important stuff with a Sharpie. It's too hard to read coherently on a computer screen. There's something about the way the bullets and fonts are all jammed in there.

And they bury important stuff like "indoor rides must be limited to no more than 15 minutes" in amongst a sea of other blabber about hand washing and proper hygiene. Gotta love Sacramento bureaucrats playing with people's livelihoods and businesses! :rolleyes:
