As I stated previously, FDOT is a Governor's Agency where the Secretary reports to the Governor. So you can read into that what you want. Employees tasked with the inspections naturally will have an incentive to perform their tasks well. But it's not FDOT's fault that the law was passed. So, yeah, doing their job properly will fulfill the intent of the legislation. What are they supposed to do? Not do their job?The problem though is that a good employee can be a huge benefit to the coercive intent. If you want to disrupt operations then you send the guy who is going to do a thorough job because they are going to take time and maintain the veneer of oversight.
