On a side note, there was speculation tossed around that Zootopia is being consided for DHS after Monsters. Would this be exclusive to DHS or would there be plans to clone it to other parks like DAW or DCA?

Question…given how immense the frozen ip is, why is there not more of a frozen expansion land equivalent to what Tokyo received ? I’m somewhat shocked that the only thing that Disney world got this point was an attraction at the world show case no less.
You would think that Disney would have expedited some tacked in addition to fantasy lane or even dhs at this point given how much of a force frozen is.

That's very vague and if a reality, far off. Many things can change... even things that are announced and supposed to happen real soon. There's dueling insider rumors about the placement of Monsters, an attraction that's announced and will be built (relatively) soon. Second and third phase builds are Shroedinger's Rides.
psst... Disney doesn't have the cash on hand to do everything that was announced in two years. Somethings are going to be pushed off to three or four years from now.

If anything gets announced at D23 Brazil it's going to be Disney Cruises offering services in Brazil with the new fleet, that would be what excites them most

They've only just stopped burning money. They've yet to have a full integration of Hulu and ESPN, or the bundle with Max, or the sports bundle with Max and Fox. Or their online gambling.
And Disney may have to pay Comcast up to $5B, depending on appraisal and arbitration.
So, they're only getting $2-4B in profit per quarter. And they're committing to spending $60B. That would take 5-10 years to cover it all, barring unforeseen circumstances.
And that's why Disney said they're spending $60B over 10 years. Math checks out.
Parks getting two or more things, I would guess.
E.g., I doubt all of Dinoland and the Tree of Life would be closed at the same time. One of those projects will proceed while the other waits for the first to be complete. I would guess.

We know that Imagineering takes time to do things and the success of Inside Out 2, no doubt gave them pause. I'd also argue that EPCOT could use an Inside Out 2 attraction (say in Wonder's of Life) and an update to Imagination.
It's well known that Imagination had a significant budget ahead of the 2017 Expo (at least $280 million), it seems they are just forever kicking the can. I firmly believe that switching it from Figment to Inside Out 2 would be incredibly short sighted. I'd also argue that an Inside out 2 film and a Figment ride would also be a disservice to Inside Out. It needs to be two separate rides.

The day before the Expo I was boarding Thunder Mountain when Tony Baxter walks up the exit. I half jokingly offered to the CM that he could join me if he wanted... the CM didn't take me up on the offer. Unfortunately I didn't have the opportunity to talk to him.

Well, yes. If Comcast wants to go into further debt.
Peacock loses $2B a year. Comcast has $90B debt. Comcast now loses the revenue from Hulu, and, an expensive asset.
$5B is a drop in the bucket that will barely cover Peacock losses and service on the debt.
There's a reason that the whispered additions to IOA and USF aren't currently being built.

Comcast paid Disney more for Sky than Disney is paying Comcast for Hulu.
