For Mickey you have four options. Chef Micky at the Contemporary (Breakfast and dinner), Ohana at the Polyesian (breakfast only), Garden Grill at Epcot (all meals) and Breakfastosaurus at the Animal Kingdom (breakfast only).
For Pooh you have Crystal Palace in Magic Kingdom (all meals), 1900 Park Fare at Grand Floridian (breakfast only), and Olivia's at Old Key West (breakfast only).
I wouldn't rave about the food in any of them as being great for the price because a lot of what you are paying for is the characters.
To that end, I think I would say pick one that is in a park you are going to be in... or at the very least pick one that is easily accessable. If I were doing Mickey I would probably go with the Garden Grill because its in Epcot and you also get chip and dale, if you prefer the more classic disney character then you would need to go for Chef Mickey's at dinner (breakfast is not the best option food wise) but bewarned you will have to leave the parks and go to the Contemporary for that meal.
If you decide on Pooh then Crystal Palace for Lunch or Dinner is the best option although breakfast isn't all that bad either.
To make it easier the following is a list of character you would likely find at each place.
Crystal palace - Pooh, Piglet, Eeyore and Tigger
1900 Park Fare (breakfast) - Pooh, Mad Hatter, Alice, Mary Poppins and Bert
Olivia's (breakfast) - Pooh, Eeyore and Tigger
Chef Mickey's - Mickey, Donald Duck, Goofy, Chip and Dale
Ohana - Mickey, Goof, Chip and Dale
Breakfastosaurus - Mickey, Goofy, Daisy and Pluto
Garden Grill - Mickey, Pocahontas, Chip and Dale
