If I remember correctly I recall hearing a rumour that they had 50% of the Play Pavilion's sets installed before the rumour broke that the project had been cancelled. Not sure if this is true or not, but again, Disney is willing to course correct if they see fit.It’s happened before: Rhine River at Epcot actually saw the queue/load building constructed before it was cancelled.
And let’s not forget the Play Pavilion getting the axe despite already having WoL’s infrastructure just sitting there ready for something to go in it.
As for Cars, I still think it's going ahead. Only WDW purists are bullish on the ROA staying, and although Disney could expand Frontierland's footprint to build a Cars miniland, I still think they want the ROA gone, citing allegedly extremely high maintenance costs, and the comparatively small sect of WDW's audience that actually want the ROA saved.
