It's funny that they're going to spend all this time and money, removing the river and everything, and STILL almost all of Frontierland will get knocked out of operation in thunderstorms.
Not ready to discount it just yet but at the back of my mind there's that possibility that belief it just wasn't attainable and they pivoted for reasons X or Y. Maybe, maybe not. I actually couldn't care less if it's tracked or trackless if it doesn't affect the ride experience. If that's going to be the same regardless, being trackless wouldn't really do anything to improve the ride. It would just be tech for tech's sake.

You’re right. Problem is, I have done this ride before. Twice. Test track. RSR. Just something else to stand in line for 60+ minutes. Great experience. Lines or buying merch. I'm with you, it's mostly cosmetic. If the track looks like garbage, fair enough. But it's a ride following a set track either way, there's no suggestion of alternative routing.
Maybe the cosmetics will be bad though, balanced against reliability sans track, which I cannot imagine would be more reliable.

Considering who he is, yes, I'd say he's talking out the back.
That being said, I could see this project conceivably not happening. Disney is already stingy with costs and with recent lower attendance and a possible deep recession hurtling towards us, I don't think the project is far enough along that it couldn't be cancelled.
Truly worst case scenario would be them going to the effort to remove the river and just leave it undeveloped to save on construction costs in the short term.
