The balloons only specify heights. There are also double balloons in there to show different levels on the same line. They aren't always exactly at the level of what is going to be built, they simply give a physical reference to look at so sightlines can be fine tuned. During concept, we could say "Let's build to 180 ft!" and then tie off a balloon at both 100 ft and 180 ft, and go look. If 180 was just too ambitious for the site and looks way too high, we also know what 100 looks like then. Once the plans are in work, we might go float balloons at the final planned elevations again, but not always.yeah I agree..don't see anything going that tall
