A lot of the permits that Disney submits to the South Florida Water Management District are modifications of a master drainage permit that was filed back in the 90's. The Animal Kingdom permit that was filed earlier this year modifies the pavement and building coverage in various drainage basins. The basin that Pandora will be in was modified like this:
Pavement Permitted: 38.73 acres, After This Work: 34.72
Build Coverage Permitted: 3.03 acres, After This Work: 7.04
I was originally assuming that the first numbers indicated the actual current coverage, but it turns out this number is how much coverage was allowed in the original permit. The permit for the new FotLK theater indicates that pavement coverage was actually on 27.40 ,+1.59 added for FotLK.
So it appears that they plan to increase building coverage in the basin were Pandora will go, as well as some of the other basins, so they are trading off that coverage for a reduction in the allowed pavement coverage. Even with the 4 acre reduction in that basic, the actual pavement coverage will still be well less then the allowed coverage.
I am still thinking we may see permits with plans in them in the near future.

I actually though I was speaking in lay terms! Ok, let me clarify...
First, the WDW property is broken up into drainage basin based on how water drains in each area. Here is the map of the basins in AK. The one we are most interested in is labeled CDE which is where Pandora is going to go.
When Disney submitted the original permits for AK they specified how much of each basin would be covered by pavement and how much would be covered by buildings, there are other categories but we won't get into those here. The original permit said that 38.73 acres of basin CDE would be covered by pavement, and 3.03 acres would be covered by buildings. Since then they have only covered 28.99 acres of that basic with pavement. I haven't found any record of the current building coverage but we can assume it's pretty close to the original 3.03 acres that was specified in the permit.
So now we come to Pandora. It appears that what they plan to build will result in more then 3.03 acres of building coverage. Since both pavement and builders are "impervious", meaning that they can't absorb water, if they were to exceed the 3.03 acres of buildings from the original permit they would have to do new water management calculations for that basin to show that it can handle the storm water. To get around this, they are amending the original permit to reduce the amount of pavement allowed by 4.01 acres so they can then increase the amount of buildings allowed by the same amount, this ending up with no change in the amount of impervious land.
I originally though they were going to have to eliminate pavement to achieve this but it turns out they never built that amount of pavement that was allowed for in the original permit, so they can reduce the amount allowed without having to remove any.
They are also do similar swaps of pavement for buildings in basins A, FG and J. FG is getting the largest change, I assume due to Rivers of Light.

@danlb_2000 , you do such great work in these threads. I was wondering, do you know how 2.6 acres compares in size to some of the other ride buildings? 2.6 acres seems big to me but I am not schooled in building sizes for rides.
Based on the leaked plans I estimated that the show building is about 370' square. If that is correct here is what that would look like randomly dropped on the land where Pandora is going to go. For comparison, this is little over double the size of Dinosaur.
