Phase 3-- Now that the new monorail station is in I would bring back the WoM as a true "pavilion" by expanding on the original building. It would connect the new monorail station to the original building. This new "room" would be built above the existing walkways and whose configuration would not change much. Basically the "ground floor" would be open air walkways with a circular ramp that leads to the enclosed 2nd floor.
The WoM pavilion should be themed to the "
future of transportation" and that would be primarily what this new area would be about. It would cover the future of mass transit. Basically Maglev trains, hydrogen powered busses, monorails etc. Oh, and look here, we just happen to have a working monorail that enters this new "room" every 10 to 15 minutes. So then not only do we have a more convienent transportation system for Epcot we also get a working monorail as part of a new display. As the monorail enters the room and is loading passengers from the opposite side, display panels would light up and provide "3D" x-ray schematics of the inner workings and explanations of the technology. Very kinetic and fun for people interested in futuristic technologies (which the monorails still reflects).
But there would be a second monorail attraction in the new room. Disney offers very popular behind the scenes tours such as "Keys to the Kingdom" at the MK and the "Behind the Seeds" tour at the Land pavilion. Guests love to ride in the front of the monorail so I would add a new tour. Perhaps it could be called "Keys to the Monorail" tour. Guest would purchase the tour and there could be a small kiosk set up in this new room for guests who purchased the tour to await the monorail pilot. Once the monorail was stopped, the pilot would invite the guests in. The tour would board from the TT side while all other guests would be loading from the Innoventions side of the train. The tour would offer a photo op with the pilot and a ride from WoM to the TTC and back in a complete loop while the operator provides information and answers questions. Once guests returned they would receive the photo, certificates, pins, etc. with "I co-Piloted the Monorail at WDW" or some similar souviniers. Of course since the pilots would be doing two jobs, these positions would pay more and be considered for only the best monorail pilots.
OK, Phase 4, Connecting the new room to the original building.
It should be possible to just connect the buildings but there is a very exiting high speed E-ticket running around the outside of the original building. So I propose building the new room's eastern wall right next to the original buildings convex side by creating a complimentary concave wall that follows the same curve. By doing so you would create a very narrow tunnel that is also very very tall that the test track would pass through. This space could be covered by a solid roof or skylights creating essentially an atrium which is open on each end so the test track passes through. This very narrow and high (and weather proof) atrium could be filled with special lighting or set pieces that create the illusion of the cars traveling at great speed. Observation windows could also be added to the new room overlooking the atrium and allowing guests to observe from above the test track cars traveling through the atrium.
I would also add a direct connection from the new room through the atrium and connecting to the original building that would allow access to the corporate lounge. This would be a narrow sealed bridge near the front of test track but high above the track on the north end of the new atrium. I think a Cars attraction would work great here. Every pavilion needs to have something for everyone. So then this would be a room for families with small children that would offer a 3-D cars movie or possibly an attraction called "Cars Talk" featuring Luigi or Tow Mater or other Cars "characters" that uses the same technology as Turtle Talk. Scaled down Cars could also be included for photo ops. Naturally a gift shop would fit in here quite well (please don't throw things at me!)
So to summerize, we have a new storyline for Test Track, a new monorail station for guest "quality of life" improvement, a new pavilion room that showcases cutting edge mass transit solutions and includes a real monorail, a new "behind the scenes" tour (which I believe would be very popular), a new Test Track enhancement that would create a much more thrilling ride (illusion of greater speeds), and an attraction that would be loved by families with children too young for test track.
I forgot to mention that the new atrium would make it necessary to remove the giant awning in front of Test Track. I am sure you are all terribly disappointed by that. That is all for now. I figure Disney could scrape the change from it's fountains and be able to afford what I have proposed so far. And I'm just warming up.
