Because 'Avatar' doesn't exactly resonate with the general public like 'Harry Potter' does - One movie in 2009 vs. eight over 15 years. I've never even seen 'Avatar', wasn't interested in the plot, the visuals, et al. But Iger thought he could do with it what Uni did with HP. In other words, an ego play.
The land will be a success if it's transportive and awe-inspiring. I haven't seen much in the marketing to convince me that it will be. Diagon looks like a specific place -- it's recognizable and open to exploration with shops, alleys, etc.
Avatar has a lot riding on its environment; it blends with the natural look of DAK, but that's also a marketing liability. Aesthetically, it's not visually reading as unique, and that will make it a harder sell for the general public.
