If a custodial CM is finished with their area, they should be going to another area to help. There's always something that needs cleaning up with the savages trekking through the parks nowadays rather than trying to take the place of the entertainment dept
And by the time they radio in to find out where, walk over there, find out what still needs to be done, it will be time to turn around and walk back to clock out for the day.
This is like the towel animal thing - it takes ten seconds to do, yet folks hail the reduction of it being some win for more cleaning in the rooms.
The only thing that is truly going to have a measurable impact on that is hiring more people. Taking away the little touches is not going to do that whatsoever, it takes away those little bits of "magic" that folks say is the Disney difference, and lowers employee morale because it's nice to have something to do for a few minutes in your day that you get to see directly affect guest enjoyment.
