The rider keeps nudging/kicking with their legs to keep the horse moving.

Dude.. that is not true, if the horse has to go it goes.... wee or otherwise... :lookaroun don't ever feed them too many treats while getting ready for the ride.
I had a horse that got stage fright sometimes apparently and it wasn't pretty! But if they stop in a crowd Nicole220 is right give them a swift nudge and tighten your reins and they will get back on track. Unless you have a headstrong one but I am sure that Disney uses (dead- broke) Horses and very experienced riders.
