I though tthe goal, as it pertains to Journey, is to not suck anymore.

While that is true, the goal is to also make it an attraction that won't need updating for a long time- as four is enough for Disney... So, they are using all of the money and ideas in the bag (from over time) to make this version so great, that it will 1. have a real wait time, 2. have a real re-ridability factor, 3. not need to be redone again for a long time...
Whats the chances they'll add back the lost segment of track, and go for the original configuration in the new ride?
Lee or Corrus any comment?
Disney should just totally recreate/restore the ORIGINAL attraction as it was. It's the ONLY way they will ever be able to meet all of those goals mentioned above.

There was a concept...still is. There WAS a budget....likely will be again.
Honestly, it's way down on my priorities. Not a big Epcot guy...nor much of an Imagination fan. I'd honestly rather see that kind of money put to use elsewhere.
But Lee, this is one of the least visited attractions in Walt Disney World (the Swiss Family Treehouse has higher numbers than the Imagination ride). The pavilion needs the money!
