Why no water in Epcot?

No, they weren't... During the hurricanes nothing was drained...

On the 15th the rocks were just scattered and not moved into piles

Maintenance Only

From what I remember, this happens once a year (yes in Nov) and it is in fact maintenance. I believe the trails you see are from some of the machinery used to clean the area up. It was drained about 3-4 weeks in 2002 and then, all of a sudden, filled back in over a two day period (you could see the pipes loading the water back in). I think they clean it up now in preparation for the holiday season. I do agree that it is not good show, but I would argue this is better than having an algae-covered bottom of these ponds that just sits and harbors insects and other not-so-pleasant things.

I their this past Dec. and the pounds had water in them. Yes during the day the water smelled very bad you think disney would clean it.

I hope they fill them back up soon! They're so pretty, when full, and I want to see them with water in them.

I don't remember them being drained in 2002 when I had my cp. I must not have been observant. Also, last year, I went the first week of November and I don't remember them being drained. Was I not so observant then too? Or do they usually do this earlier or later in the month? Just trying to figure out why I don't remember ever seeing them drained and this will be my 3rd time in a row visiting at this time of year.
 
it was empty in oct, there were people bleaching the rocks, it smelled so bad, i left that area with a huge headache... i hate the smell of bleach.

Are they filling/refilling/emptying more than once? 'cause I was there on some of the dates mentioned and I would swear the water was there. It's very close to a nice smoking area I enjoy and I spent a good 1/2 hour there one day. I was there the 21st to the 27th - maybe I'm totally daft, but if it had been empty I feel like I would have noticed and taken pictures myself...

They do this every so often to clean and whatnot. Last time I remember them all being drained was back in mid January of this year.
