So, it's wrong. Fine. But I didn't see "City Hall" already guessed. If you're thinking "Chamber of Commerce" is the same thing, the Chamber and City Hall are shown as separate buildings on the MK map.

Hmmm….is this on the exterior of Hall of Champions (wouldn’t that technically count as the Emporium?). My reasoning for this location is because the item has a torch on it and torches are carried by athletes in the Olympics. Hall of Champions is my final answer.
