I noticed them last year. I was grossed right out.I don't get the whole hair band thing, I didn't notice it until I read that thread awhile back and then when I rode that is all I could look at. I don't understand why maintenance doesn't sweep them up, it wouldn't be that difficult to get most of them. I'm assuming they inspect the track frequently (daily maybe) and could get them then.
Looking at it from just a promotional aspect, look at all the press it gets. It's obviously a Guest created thing, like tossing coins on the concrete sides of the ferry dock. No purpose at all and I'll bet that there are literally thousands of dollars at the bottom of Seven Seas Lagoon because humans are crazy people. They don't try and stop that so, they see it as a crazy cult following type thing, basically harmless but generates discussion and, in some cases, the desire to go on the ride just to see it for yourself. First rule of promotion is that bad press is better then no press at all. I wouldn't clean it up either.I noticed them last year. I was grossed right out.

As for the coin thing, why stop that, it is actual money (unless it's Canananadian). I could swear though that every time I have been on the boat I see a quarter that I threw there in the mid-90's.

At least with money that people throw into fountains, pools, streams, and in the Small World attraction, etc. on WDW property, I did read (at some point, and I regret I do not recall the source, but seemed credible), that when they collect those from various places, they donate that money to a Florida children's hospital. With hairbands, it's just litter.
Unless they donated all those headless hairbands to needy heads in other countries.
freeflowing unrestained hair is an untapped pressing problem that needs relief soon.
