That is Shrunken Ned. I'm not exactly quite sure where he is... but he is of the Shrunken Ned's Junior Jungle Boats fame. I don't know if it is still there, but it was right next to Jungle Cruise and kids could pilot their own boat.

He's in the Adventureland Bazaar/Indy shop in DL.

A little backstory on this picture. I had to use the restroom and made the mistake of leaving the digital camera on the table. I came back and noticed that the belly dancer was out and the camera was by my DH now. I looked and he took about 50 pictures of her. I deleted quite a few because they were all the same.
