Correct, all the permits are for existing kiosks and all have roughly the same address so I assume they are working on them backstage.

There was a Buena Vista Construction permit today with the description, "Test Track Phase 1 RMP". No idea what this is.

Risk management plan? Not really sure what a permit involving that would be. Maybe ramp?
Phase 1 of testing begins by going up a RAMP.

Doesn't RMP typically mean "Risk Management Plan"? Could they be adding safety features (handrails, signage, evacuation steps) or something of that nature? Has there been any OSHA related incidents with Test Track that might have warranted such changes? Or could this be an actual testing zone for the autonomous vehicles that we hear are rolling out in a few years?

Ride Motion Procedures. All attractions have been getting updates for how to perform ride evacuations. Permits pop up for these updates if equipment is being replaced, but it's nothing to be concerned about.

It's definitely a backstage area (behind Primeval Whirl Looks like it would be for a railing along the pond, but not sure why they would do that in a backstage area.

The marina for the Rivers of Light and other boats is back there so it's probably something for cast member safety.

Ah ok, that makes sense then. Didn't even think about ROL. I'm assuming BW means boardwalk, so the railing would go along a path by the water?
BW could mean anything.
