This is a good point and many will counter that a lot of this we're victims of covid. But Disney has a bad history of not doing things they have fully announced that were shovel ready. During the Eisner years with the Disney decade we can add the following announced projects that never happened
Russia pavilion for World showcase
Switzerland pavilion for World showcase
Baby Herman's baby buggy ride at Hollywood studios
The Muppet movie Ride at Hollywood studios
Mickey's movieland also on Hollywood studios.
I'm sure there's quite a few others that with the past enough time I have forgotten. The point being that arms and legs falling off of the Epcot " revitalization" really is not a covid exclusive. It's more of a pattern with the Walt Disney company. A pattern that's even more damning for anything that is " phase 2".
The dreaded phase 2, almost always a never show, here's looking at you beastly Kingdom at animal Kingdom.
And for that reason I certainly do not expect villains land to become reality. It is that dreaded phase 2.
