The problem was, building a Utilidor was an expensive idea. Therefore, when Epcot was built, the Utilidor concept was very limited to supporting functions in the Communicore area of the park. Yes, there is a Utilidor at Epcot. And it's not well utilized

It's not really needed in EC...It's shape allow it to have many backstage roads.

Any specific reason they didn't make a cut-across from Adventureland to Tomorrowland? The map looks like it just rings the outside but that seems like it would take awhile to walk the long way around as opposed to going down through the middle under the Hub.

Like many have said there is a tunnel in Epcot. But the main reason for the Utilidors in MK was Walts dislike of seeing cast members in different themed costumes in each Land in DL. Epcot AK and DHS do not have as many "themed" lands and were also designed to with more backstage areas thereby not needing as much underground passages.
I think this is one park where that does not apply.Speaking of which, I was in DHS the other day outside of AIE and there was a ToT CM standing there. It was odd.

If you look at the layout of Epcot, you can see that an extensive tunnel system really isn't necessary. Most of the attractions at Epcot are around the perimeter of the park. Since there is a service road going all the way around park this can provide most of the services that the utilidors do in MK, deliveries, cast member access, trash removal, etc. As other have mentioned there are corridors under the central section of the park to service that area.
