The art suggests something like a villains show, perhaps for DHS. Plus some of the pieces suggest the venue, which has a more conventional setup than the DS Cirque theater.I am not sure what leads him to believe this is for Cirque, looks much more like static show scenes from an attraction.
It looks like there's the MK theater in that art too, at least the exterior in terms of the columns (first photo, top left middle)
