Probably as a apology/please-don't-sue-us make up from Hagrid's having so many technical difficulties when first opened. Makes sense too since Velicicoster is a lot more simpler in terms of technical mechanics as compared to Hagrid's multiple track switches and drop tracks.
Velocicoaster was purchased well before Hagrid’s Magical Creature Motorbike Adventure of Unusually Long Name Through the Forbidden Forest was even a complete circuit. Two Intamin blitz coasters was cheaper than two Mack Inverted Powered Coasters (one for Jurassic World at Universal a studios Beijing and the second for what is now Hagrid’s).

I hate to say it but non-exposed coaster track is not a thing. Sure you can hide the supports like some (not all) of classic Disney coasters but track will always be exposed. You will always know you are on a rollercoaster. Sorry to shatter that illusion, but it is still just a theme park attraction.

Personally I’d have liked the dark ride E in the Discovery Center instead of another outside launched coaster so near Hagrids but when you get the offer of a BOGOHP what you gonna do?
Not sure if this is a joke or not.. Did they get some sort of discount getting both Hagrid's and Velocicoaster?

Not really. Coasters are bought ex works from the manufacturer. The buyer is responsible for shipping and installation of the coaster. Universal already owned the coaster by the time the pandemic hit. The more likely reason work continued is because there wasn’t a good way to pause and protect what had been done.

It also seemed UO was ready to continue to work on Epic Universe throughout the pandemic... until reality hit.

It's actually a pretty common occurance in the theme park industry for chains to get "bulk" discounts on rides from a single manufacturer. Cedar Fair likely has/had a deal with B&M for Giga's and Dive machines based on how many of those they added recently. Six Flags likely had/has some sort of deal with RMC. Hershey (allegedly) is at the start of a three coaster contract/deal with B&M. Wouldn't surprise me if Disney got some sort of discount on the two Vekomas they are building in WDW.
