In that time Universal have knocked up Velocicoaster, Hagrids, and an entire new park in Florida.
Universal GB, widely discussed in 2024 is expected to open in 2031, a year less than this timeframe.

Construction on the lake and Frozen (Phase 2) only really began in 2022, once Avengers Campus (Phase 1) was finished. I don't think many changes were made then unless if the Adventure Way flat rides changed (the original concept art showed Alien Swirling Saucers where Tangled is now). 4 years is still a long time, but it makes sense why they didn't begin construction on Frozen in 2018The original target was 2024 -for Avengers Campus, Arendelle and Galaxy’s Edge. At some point, I think during the Pandemic, the whole expansion went back to the drawing board, when GE (lite) was axed and eventually replaced by LK.
I’m not sure how much, if any, work happened in the lake area during that re-think.

I’d hope not. The park will still need more real things to do and we know how temporary can become permanent.That said, it would be great if they at least introduced an Avatar walk-through experience - something along the lines of Avatar: The Experience in Singapore’s Gardens by the Bay. As a placeholder, that wouldn’t be too costly or time-consuming to build, and it could still offer something fresh and immersive.
