I don't know how it started but it's a joke that Disney only has one ladder and that's why projects are so slow

Which hilariously is pretty apparent. I mean.. the ladders only seem to appear one at a time.. and only in areas that are under construction(as in real work with real workers working at the moment).
The only moment I remember seeing TWO ladders.. was during the de-assembling of the darn hat at DHS. (one big ladder and the other a tiny waist sized one)
