You’re not the first person to say this, but I really don’t see it. If anything, there was a flurry of positive responses right after the video came out, and it’s been overwhelmingly negative since then. Those with good things to say remain very much in the minority. For the most part, they’ve been perfectly polite, while others have branded them trolls and bots for daring to have a difference of opinion.
If Disney doesn’t want positive feedback branded as bots maybe they should stop posting fake reviews on social media.

If we’re lucky the rides not broken, they’re just taking down banners and adding more static figures to flush out the scenes.

The story is going to be hard to fix but I think the ride itself could be easily improved, the biggest complaint is empty space, add some static characters tucked into the bayou, some huts, etc and that empty space doesn’t feel so empty anymore. Much of what made Splash so engaging was birdhouses, doors to character homes, etc, stuff that could easily be added to TBA.
If they changed the shrinking segment to Facilier, as well as the lift segment - relatively easy to do since Mama Odie sends us there through projections - it would help a lot.
I seriously doubt however the today's Disney would actually add menace.
They are more about Nerfing everything out.

They didn’t use him here because they decided not to.
They didn't use him because he's problematic.

Using him for Halloween is a light investment as it is limited in its run and they can adjust if they get pushback. With a permanent attraction, they don't want another Splash situation where they work in a potentially problematic element and then have to redesign the attraction in another 10 years because the political and social issues surrounding the character.

You can disagree with their decision, but it's clear that they set out to exclude the character and it's not because Keith David was too busy to record dialogue.

or it could be as simple as Disney merged parks and merch into the same department and dresses, dolls and plushies sell.

Realistically I'm sure it will be a perfectly enjoyable experience (well, when it isn't breaking down). I don't think people are largely going to ride and say they disliked or hated it.

Preferring Splash to TBA or feeling it is a downgrade is a far cry from saying that TBA is in a vacuum a bad ride.
I suspect it will be a lot like Frozen Ever After. Not necessarily a compliment or criticism.

I hear the fireflies buzz in tune to the music. That’s actually pretty cute.

Just reminding that this is not open to the general public...MAYBE we'll see more changes/fixes before it opens or things that are planned but not yet implemented (which makes Disney releasing an on-ride video very odd but also completely on-brand for their crap marketing team right now)

I'm hoping that DLR's team is seeing the reactions and able to make some adjustments. I know they have been able to fight for better quality due to the difference in visitors and their expectations.

This is what I keep coming back to, it seems the majority of the issues could still be rectified with modest prop additions and set tweaks like what happened to the mermaid rides after their opening.
They’re not gonna do anything of that UNLESS they think they’ll be accused of not putting full effort into it by the media

Which is the messaging game.

This is a management that closed a waterpark…let it rot…and is now putting prefab trailers next to it.

It closed an Epcot pavilion 15 years ago…and it still rots. They operate one of two waterparks in the summer.
They ripped up imagination and run what was meant to be a stopgap fix for 20 years.

They have other dead/empty show space empty when damn near every traveler verbalizes they need more for the prices.

This isn’t Walt and Roy here
