For those of us who have been following Disneyland Resort construction/expansion since a 28K modem and know how to separate the media fluff from the bulldozer arrivals, that doesn't
"appear" to be the case at all.
Everything they announced at D23 Expo for DLR was vague, and none of it had a firm timeline, much less an opening date. And even Disney has made it clear that everything they've announced this year with one or two vague concept sketches is part of a "multi-decade" plan. But they need to throw out some sketches and ideas now as part of the process of healing the self-inflicted wounds and rebuilding trust with local voters and politicians.
That takes it all into the 2040's. And meanwhile, Tomorrowland sits half abandoned and forlorn right now.
And to get anything
major built (Avatar, Toy Story Convention Land, Disneyland Park expansion, etc.), they'll first have to build the Eastern Gateway parking/transportation complex. And that's going nowhere so far. I'll check back in 2025, but I'd expect only minor clearing work to begin south of Avengers Campus by then for the E Ticket.
