7am, you book your first ride (let's say BTMR) for 9am. Stay onsite, get to parks for the half hour early entry. Ride 7DMT and SM. Head over to BTMR for your 9am slot. Once in line, book your next ride, something that interests you and doesn't have a time too far out. Rinse and repeat for the day. You will be able to ride a good amount of rides, not all the ones you want to, but I'd say at LEAST three of the ones you must do.
The flaw in your theory is everyone else will be doing the exact same thing. So, no, you are not riding 2 headliners in the 30 minutes before the park opens. You're standing in line for one, and then waiting until your first Genie+ ride window opens.

not alot, thats why people go and why the lines are shorter

I bet it's 10-12k so under 20% but i was rounding up

Not everyone, according to Jeff, 75% of people don't do rope drop. Not to mention, it's only resort guests that get early entry. Still, even just one headliner at rope drop is better than either not doing a headliner, waiting two hours for one, or paying money to do it.

I wasn't referring to 100% of the guests currently staying at WDW and you know it.

Fact is only a small percentage of guests (either resort or non resort in the past) Rope Drop

If that wasnt the case, people wouldnt wake up that early

I'm saying that the majority of rope-droppers go to Space and SDMT, since Splash and BTMRR won't be open for the early morning option. The lines will be long enough that you'll only be able to do one headliner before everyone else is let into the park.

Then, people will adapt to the situation, retool their plans, and get insights from the hundreds of bloggers who will undoubtedly release thousands of tips and tricks videos for people to dissect and argue over. After a relatively short time, everyone will go with the flow and go about their trips. Just like any change, things will work out. Just give it time.

I wouldn't spend too much time and energy gaming this out. When TRON opens, the Magic Kingdom's operating model is going to change drastically.

Do you expect it to be just like ROTR, Boarding Groups and then paid FP (or whatever they are calling it)?

I think it will be Tron and SDMT

And Genie+ will be effective here (except i hate the cost, the 7am start time and the penalty of having to rope drop)

Yes, that is my expectation, along with 8am or even 7am openings most days for a long period of time.

There is no "penalty of having to rope drop." Rope dropping gets you shorter wait times, period. This is true under standby-only, FASTPASS, FastPass+, MaxPass, or Genie+. People who get to the parks early wait less. That's just a fact. It's not a unique feature of Genie.
