usually it gives an end date to a refurb... just says "late 2017" so there is NO set reopening date.

There is no released reopening date. Just because it hasn't been made public doesn't mean it doesn't exist.

Do you think they will do a big grand opening or just let the attraction open quietly? Did they do a hoopla when Obama, George W and Clinton were added?

I see Disney opening it quietly and then twitter and the media (Disney bloggers, major news outlets, late-night talk show hosts) making a big deal out of it. At least for one news cycle.

It wouldn't surprise me in the slightest if Disney opened the attraction with zero advanced notice. An announcement of an opening date would be interpreted by some as an invitation to protest
I'd expect for cast members to find out only just before the attraction opens. If they leak to cast members, they know the world will find out very quickly. Yes, this will be the quietest we have EVER seen any attraction get. It will have ZERO fanfare or marketing $$$ from Disney!

Possibily without specifically mentioning the President by name. Probably more about "the return of a classic attraction" with minor details about show upgrades and a revised story.

I'll be there from 12/14-12/18. It sounds like we may have a chance to see the attraction!
On another note, my sister was in the park for a special corporate event this past August. She swears that she was able to watch the attraction with Obama still as the sitting president. If that's true, then either Disney never intended to open the attraction last summer, or this is not a huge refurb at all.
