A resort inside Epcot would be a horrible idea, not only from a thematic point of view but also logistics- and security-wise. The Grand Californian isn't inside DCA, it's attached to it. Kind of a big difference.

I believe the only hotel inside a theme park is MiraCosta at DisneySea and that doesn't really cause any issues due to its layout.

The Californian is “inside” the park just like Miracosta.

They both have entrances from the outside too. One side facing the park and one facing the outside.

No Disney hotel is entirely inside a park.

There are indications that the idea of a hotel in the park was kicked around at one point.
