Wouldnt you have to stretch throuh the hub, then up the side of the castle to get to Fantasyland? That photo appears to be from around the area between LF and Stitch.

You Do realize President's Day weekend was this past weekend Right? So guest that started their trips are going to make it busier than normal..
Do you now where Fantasyland is?
They haven't barely even reached Mad Tea Party...From the looks of it I believe this is the Luncheon Pad at Rockettower Plaza
Nope...just walk towards Cosmic Rays & The Speedway once your by Mad Tea Party your there...
The line started more by the smoothie shop. The picture was taken as soon as the line turned towards Space Mountain as I wanted the picture to show the line towards the ride itself which I couldn’t of done as you couldn’t see where the line started by the smoothie shop.

If the ride's been down they often start the queue outside with nobody inside? (meaning not a big queue in reality)

I've seen things like that before, i.e. Kilimanjaro Safaris every day around 10am. It's a fluke of how guests behave in their windows. If all of the 9:00, 9:15, 9:30, 9:45, and 10:00 window people all show up at 10:00, it's going to have a temporary flux like that.
This is a common occurrence when the ride goes down for any length of time as 2 hours +/- worth of fastpass holders all seem to show up at once.
If the rides down say for 90 minutes, when it reopens you run the risk of everyone who had a Fastpass during those 90 minutes to turn up all at the same time.

It also doesn't help that people don't know how to use their Magic bands. Usually it's only 15 minutes or so when the line is out like that for FP.
