I'm not sure about the exact location, but I would think that the Jersey Turnpike will be a lot busier when it comes to commerce traffic. Years ago I used to drive down to Florida and never even enter Pennsylvania or hit I-95 until Maryland after crossing the Delaware Bridge. It has been probably 20+ years since I went that way so my memory might be a tad off. Feel free to correct me on this. How far north into Penn. did this happen?

Location was in the Philadelphia area.

The commerce route reference came from a press conference over the weekend, with the state's governor and others. I don't remember exactly which person mentioned this.

Your memory is intact as far as you driving down to FL, never having to enter PA as avoiding PA would be the most direct way to go.
As for location, Philly just south of a town called Bensalem/Bucks county line down to about the downtown area is closed. @MinnieM123 is also right as it's one of the major arteries in and out of PHL and shipping in Philly and heavily used for goods transport in the "local" area. I pulled up the traffic maps this morning and it seems route 1 and route 13(which is hardly more than a surface road) in Pa and 130 in NJ have heavier traffic than normal this morning. Penn DOT is suggesting detouring to route 1, truckers that know the roads down there are probably going over to Jersey and using 130 and some commuters probably using 13 even with all the lights
