This would be a perfect time to fire up your inner Karen and make your anger known. That is what would happen here but I do not know what type of problems that would cause where you are.
We wrote to her mentor and he talked with her yesterday. She apparently had a little bit of a breakdown. She just got so overwhelmed and she went into the bathroom to have a cry for a few minutes. But her mentor is going to see what could be done. WHat's really bad is that this year's Biology tests count toward next year's exams. There are certain classes that get counted already this year in the exam results. It's a cumulative thing, so I guess they can't just drop this test. We asked if that was an option because she's made a good faith effort to take this test, but because of the way schools are set up here, they can't do that. We know she knows the stuff, and she'll get a good grade regardless, but it's frustrating because she has so many other things to do that it's a time constraint issue, and every time the test falls through, she has just as much stuff to do, but less time to do it in. She never gets to cross anything off the list, which keeps mounting because she gets more homework, more tests, more projects. So she adds to the list, but doesn't get to cross anything off, and has less time to get everything done. It's not helping her stress and anxiety at all. But her mentor is now aware of the situation and is going to see what he can do. He's also her math teacher, which is one of the subjects she still has a test to make up. So I hope he'll be able to help her get everything done. She's supposed to have a Dutch test this afternoon, so we'll see if the woman shows up for that this time.

Doesn't the school have to provide an opportunity to make up tests when a student is out and provide a substitute if the teacher/proctor is out?

Yes, that's what this was. They go through the student center. It's kind of like the school counselor would be in the US....there's someone that works exclusively in the Student Center. That's where you call when your kid is sick, or has an appointment, etc....they handle absences and such. And then when they go back to school, they have to check in there first. If they are late, they have to check in at the student center before going to class, etc. If they miss a test, the teacher arranges a time with the student and with the staff person in the Student Center for the kid to do the test there and the staff person supervises. She just didn't show up at the time they scheduled E to do the test. Twice. The first time, she apparently had a family emergency, and the 2nd time, her kids were sick. But there was no plan B. There should have been a backup person to jump in should the staff person not be able to make it. But because of the phasing out of her school, they are short-staffed and can't open the Student Center as often and don't have enough people to staff it. So when she didn't show up, there was no one there to take over so E could do the test. But she DID show up today for the Dutch test, so that one is done now.

Have a great time!
Thank you all!! We had a fun but frustrating time.

@Songbird76 so sorry to read about the crappy time your daughter is having. I hope she gets some amount of concession for the problems the school staff has created!
