The conspiracy believer in me says - no. If they were to open it, it would lower the wait times at the other “must do’s” in that park - thus eliminating the need to purchase a Genie+ while visiting epcot for the day. To them, keeping it closed saves on personnel AND drives G+ sales during the busiest time of the year. They are not saving any labor having it closed. They are still scheduling the same number of operations cast. They are just hanging out in and outside the rotunda. It’s really a shame how they’ve been actively drilling during Voices of Liberty sets. You’d think they could tell the workers to stop for 10 minutes during their sets. Disrespectful, honestly.

If they have Ethel Merman in there you would never hear them......You should grab a seat on the floor under the rotunda so you can hear the drilling more clearly.
