Guardians is costing them what - estimates close to like $400 Million last I saw on News and Rumors? Tis nutzo -- my educated guess would be if you designed Millennium Force with theming or in a Mountain (as crazy as it sounds but that is this project) it would be very expensive.
Some of that is foundational. Epcot isn't build on the best land and those supports will probably go down 100 to 200 feet.

Strategy talk: With two attractions per park, is it wisest to do one extreme thrill ride and one family-friendly ride (using the unique IPs)?

Remember, this round is just for fun. If every single one of us wants to do the next Steel Vengeance, then oh my god I would LOVE to see that!

I was thinking the same thing but instead of IP what if it some extreme thrill with ip or not and one distinctive Disney
For instance I wanna pull some of Disney’s America into the old Virginia sections of Kings dominion

This is absolutely an option, and a great idea! Think that was Disney's plan when they were debating purchasing Knott's, so it's totally realistic too!

3 parks that didn't make the cut -- Canada's Wonderland (sorry @AceAstro I don't know if you've ever been there lol) , Knott's because there was Magic Mountain, and Carowinds because there was already a lot in the east coast...so we went with Six Flags Over Texas
I’m actually surprised that you didn’t do Carowinds considering it’s history with disney. Being built after the original owner took a trip to Disneyland
