I don't think that's the problem. The issue is that they totally miss the emotional heart of Lilo & Stitch, the concept of Ohana that resonated with so many people. It's Stitch before any of his character development. It would be like if they made an attraction of Beauty & The Beast and focused on the Prince when he was a spoiled human brat.
Exactly this. The problem with the ride is that it constrains Stitch to act like the purely destructive creature he was before Lilo. I think a far better way to incorporate Stitch would be a system similar to Tokyo Disney's Monster's Inc. Ride and Go Seek. Set the ride after the movie with the premise that a dangerous batch of Stitch's Experiment friends have been set loose and it's the riders job to identify them all.
Then, the riders drive past and find the Experiment creatures causing good natured mayhem with childlike innocence. Lilo and Stitch make appearances playing with the creatures and building a new Ohana. The ride ends with the authorities accepting the new Experiments similar to how they accepted Stitch. This would actually utilize the emotional themes that Stitch is popular for (and without hot dog breath!)
